Certified Professional Development Programme for Gender Trainers.

The UN Women Training Centre offers a Certified Professional Development Programme for Gender Trainers. This certification is a 6-month programme that aims to reposition training for gender equality as a strategy to challenge and engender mainstream development and support the achievement of the Sustainable Development Goals. The programme will be held October 23 2017 - 20 April 2018, and will include two face-to-face workshops in Amsterdam, Netherlands, moderated online sessions and virtual mentoring and networking.

Program Overview

The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia’s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments.

Role Summary

The Knowledge, Analytics and Learning (KAL) team cuts across PGF and supports PGF work streams in programming, design, monitoring & evaluation, scaling successful activities, and ensuring adaptation as needed during implementation. The Senior Program Manager will be responsible for providing overarching program management support and coordination of activities and deliverables for the PGF’s Knowledge, Analytics and Learning program.

The successful candidate will bring:

  • MBA/ Masters level qualifications in project management or related field;
  • Demonstrated ability to build and maintain open, productive and outcome orientated relationships with key internal and external stakeholders including DFAT and Government of PNG that have a focus on achieving cross-program cohesion across the governance portfolio;
  • Experience and knowledge of working with sub-contractors and grantees to support delivery, collate and approve reports, deliverables and budget acquittals in consultation with the Senior Director and Grants/Contracts Teams;
  • Demonstrated understanding of and ability to maintain a range of management tools to oversee all parts of the Knowledge, Analytics and Learning team.

Abt Associates is currently seeking qualified professionals for the DFID-funded recently launched Monitoring, Evaluation and Operational Research (MEOR) lot of DFID Nepal’s National Health Sector Programme (NHSP 3). The MEOR will enable DFID Nepal to continuously improve and adapt its programme to ensure that the NHSP3 intended outcomes and impact are achieved by:

  • Contributing to strengthening results and progress monitoring of DFID Nepal’s health sector programmes, including validating methodologies and tracking progress against the NHSP 3 Theory of Change and Logframe and assessing VfM; and
  • Helping to build and share evidence derived from DFID’s NHSP3 programme, and health sector reform and equitable service delivery more generally in Nepal. It will generate evidence on Nepal context and on what is working (and not working) and why.

The overarching objective of DFID’s NHSP3 programme is to improve the health of all people with special focus on women, children, the poor and socially excluded in Nepal, including by restoring health services in areas affected by the 2015 earthquake, and improving the quality and governance of health services nationwide.

Knowledge Management and Dissemination Advisor, MEOR:

Knowledge Management and Dissemination Advisor reports to the Team Leader and is responsible for project knowledge management, and documentation of learnings from program monitoring, evaluation, and research results and designing and implementing appropriate strategy to communicate them to identified audiences.


  • Conduct a stakeholder assessment to determine key learning communities;
  • Develop a knowledge management framework and establish a mechanism and tools for learning across NHSP3; Develop a communications and outreach strategy;
  • Generate and disseminate quality knowledge products and evidence resulting from monitoring, evaluation, and research activities under NHSP3;
  • Contribute to health sector reviews including health sector/Ministry of Health mid-term and annual progress reviews;
  • Coordinate closely with the DFID’s other NHSP3 suppliers to provide feedback into the project and to produce and disseminate information that will be useful for healthcare beneficiaries;

Qualification requirements include the following:

  • Master’s degree or higher in relevant field or equivalent work experience;
  • Minimum of 6 years of work experience (at least 2 years of experience in international development projects preferably in the health sector);
  • Demonstrated ability to work with teams to produce written products and media, adhering to deadlines, and short turn-around times;
  • Excellent IT proficiency, including data visualization and communication tools;
  • Excellent writing and editing skills (both in English and Nepali) required;
  • Nepalese national.

Qualifications of the Evaluators

· Not have been involved in the intervention to be evaluated

· Adequate contextual knowledge of the ILO and Myanmar and relevant background in social and/or economic development

· Understanding of the ILO mandates, tripartism and its cross-cutting issues

· Adequate experience in evaluation of institutional capacity development of projects/programmes

· Technical specialization of ILO labour related issues will be an asset

· Understanding the dynamic of Employers' Organizations vis-à-vis Chamber of Commerce and their membership nature will be a great advantage

· Experience in Myanmar will be an advantage

· Fluency in spoken and written English
