 der transformative lens so that programs can move beyond just numbers 
 and capture the normative and cultural shifts that will challenge patr
 iarchy and create the conditions for real change towards gender equali
 ty. Gender transformative approaches to evaluation seek to unpack the 
 nature of gender and social inequalities which is not just a value-fre
 e assessment but where evaluation is used as part of the transformativ
