 nd crucial role in building resilient communities and targeting those 
 most in need. As the world seeks to “build back better” in recover
 ing from COVID 19, climate change and economic shocks, leveraging part
 nerships to their fullest extent is critical.Effective development co-
 operation that is country owned, focused on results, involves all type
  of partners, and is transparent and accountable, strengthens trust th
 at leads to impactful partnerships and better results in countries. Na
 tional and local governments, philanthropies and CSOs play a crucial r
 ole in putting these principles of effectiveness into action, deliveri
 ng on country priorities and progressing on the Sustainable Developmen
 t Goals.Country experiences show this is true now more than ever befor
 e with shifting and rapid responses to COVID, climate change and econo
 mic shocks in countries. Being the actors closest to the ground realit
 ies, local and national-level organizations and actors can help design
  policies and deliver programmes based on community needs. The side ev
 ent presents lessons on how catalyzing the power, capacities and reach
  of these actors can put our limited resources to the best use, making
  our development co-operation more effective.The side event is part of
  the road to the 2022 Effective Development Co-operation Summit which 
 will take place 12-14 December in Geneva (hybrid). Taking place at the
  midpoint of Agenda 2030, the Summit will put a spotlight on how bette
