The objective of this consultancy is to adapt an existing impact evaluation framework (see annex 4 & 5) based on remote interviews and a desk-based review of a sample of 3 existing UN Women country or regional programmes or projects in the area of preventing and ending violence against women. The framework was developed by the UN-Women Independent Evaluation Service as part of a working paper on approaches for measuring impact in Gender Equality and Empowerment of Women (GEEW) (details below). The consultant will develop a short 10 pages guidance note for evaluation and programme managers to carry this work forward, which is based on learnings from the adaptation of the framework to existing projects. The target audience is both UN Women staff and the global community of evaluators or programme managers. The consultant will report to the Regional Evaluation Specialist that is managing this work, but overall oversight of the consultant’s work is provided by the Chief of Independent Evaluation Service.

The (Senior) Learning and Knowledge Manager (LKM) is a researcher, knowledge broker, evaluator, and a team leader who is passionate about the power of data, knowledge, and learning for capturing and sharing Internews’ impact in supporting local media partners in South Sudan. The LKM is responsible for devising, managing and implementing strategies to ensure all data, research, and reports are verified, documented, shared, and understood for greatest learning and impact with local media partners, donors, the public, and staff. The LKM will manage research, learning, and relevant external reporting and will lead knowledge management for Internews in South Sudan.
The LKM reports to the Program Director and works closely with the Design and Innovation Adviser and other technical advisers on the project. The LKM will currently have three direct reports including the 1) Learning and Knowledge Coordinator, 2) Subgrants Coordinator, and 3) Digital Engagement Coordinator, as well as two M&E Officers as indirect reports.
This position is currently remote-based and will eventually be based in Juba, South Sudan, with infrequent travel to field locations.

The Equality Fund is currently in a ‘design and build’ phase, working to grow and scale our three main programs: grantmaking, philanthropy and investment. These programs are supported by other teams working on communications, policy, innovation, strategic partnerships, and operations.
We are currently working to design an integrated approach to feminist monitoring, learning and evaluation (MEL) at the Equality Fund (what we are currently calling our ‘MetaMEL strategy’) that includes our theory of change, understanding our impact across all areas of work, and exploring how our organization works within the broader feminist funding ecosystem. We are committed to both using and developing feminist evaluation, monitoring, accountability and learning strategies. We are eager to learn and work with others to strengthen our approaches and methodologies.
