You will be responsible for the implementation of key aspects of the Monitoring, Evaluation, Resarch, Learning & Adapting (MERLA) strategy of Light for the World International. A special emphasis shall be laid on the management and analysis of qualitative and quantitative data collected as part of routine and special monitoring and evaluation processes. You will report to the Head of Effectiveness & Innovation and will work closely with all members of the internal and international MERLA Work Group.

Your key responsibilities will include:

  • Lead the implementation of key areas of the MERLA strategy
  • Develop or support the development of Monitoring & Evaluation frameworks for country and thematic programmes
  • Develop and coordinate global implementation of data collection tools and processes
  • Support staff of our local country offices as well as local partners to raise quality of routine monitoring and data collection
  • Build up and manage storage systems for M&E data
  • Develop and implement consolidation of data from different sources and countries, including verification, coding and cleaning of large data sets
  • Analyse data and generate reports
  • Contribute to the preparation of professional papers, research and donor reports, presentations, articles and proposals
  • Design, conduct or accompany quality process and outcome evaluations
  • Build internal and partner capacity in Monitoring & Evaluation
  • Act as key contact person for data-related requests

The position is based in Vienna, Austria and requires a valid work permit for the EU.

Your profile:

  • Masters’ degree in Monitoring & Evaluation, Statistics, Economics, Research Psychology or related disciplines in the field of Social Sciences
  • Minimum of 3 years’ work experience in an international environment
  • Preferably experience in international development and in a role which involved coordination and implementation of M&E activities, evaluation design, quantitative data management and analysis, report writing and editing as well as visual presentation of research and evaluation findings
  • Demonstrated experience of independently analysing large data sets using a statistical software (preferably STATA)
  • Willingness and ability to travel internationally including to our Country Offices in Africa
  • Excellent written and verbal communication skills in English. German, French or Portuguese would be an advantage
  • Good inter-personal skills with an ability to build relationship in a dynamic multicultural environment
  • Very good Excel skills and proficiency in other MS Office suite applications (Word, Outlook, PowerPoint)
  • A personal interest in international development and human rights and commitment to Light for the World’s mandate and values

WorldVeg holds the world’s largest collection of vegetable genetic resources in the public domain. The Center’s vegetable breeding programs in Africa and Asia turn these resources into improved breeding lines and work with the public and private sector to develop and scale new vegetable varieties for the benefit of smallholder farmers and consumers in lower income countries.  The Center also develops and promotes safer and more sustainable production and postharvest practices to make vegetable value chains more efficient with the ultimate aim of making vegetables more available, affordable and accessible.
 
WorldVeg seeks to employ a Postdoctoral Scientist - Impact Evaluation to strengthen the ability of the Center to provide evidence-based solutions for making vegetables more available, affordable and accessible in lower-income countries.  The incumbent will be based at the Center’s regional office for East and Southeast Asia in Bangkok, Thailand.  The person will contribute to projects mostly in Asia.  He/she will report to the Flagship Program Leader for Enabling Impact.
 
Key job responsibilities:
  1. Design and implement ex-post evaluations of the Center's technologies and interventions using scientifically rigorous methods of impact evaluation.
  2. Conduct quantitative and qualitative studies on vegetable value chains and studies identifying opportunities and constraints to the scaling of innovation.
  3. Support the use of mobile project monitoring tools to track project implementation and the adoption of innovations.
  4. Contribute to the design of sound scaling methods for technologies and interventions.
  5. Contribute to the development and implementation of research and development projects with regard to monitoring and evaluation and impact assessment.
  6. Publish research results in peer-reviewed journals and conference proceedings.
  7. Provide guidance to colleagues and partners on issues of impact evaluation, vegetable value chains and opportunities and constraints to innovation.
  8. Perform any other duties as required by the needs of the Center and the Supervisor.
The Person: Candidates must have a recent PhD degree in Agricultural Economics, Development Economics, Development Studies or a related discipline with a strong focus on applied research.  The candidate needs to have some experience in conducting farm household surveys and in the use of econometrics to analyze such data.  Skills in qualitative research methods will be an advantage.  He/she must have strong communication skills in spoken and written English.  The candidate must be able to work with multidisciplinary teams in a multicultural and multinational environment, and be willing to travel extensively.
 
The Reward: This is an Internationally Recruited Staff (IRS) position with competitive pay and benefits. The appointment is for three years.  The position will be available on 1 November 2020.
