Many thanks Ratna for drawing our attention to this issue. The questions raised by you and your co-authors at the end of the article certainly need to be on every evaluator's agenda when the Terms of Reference are being drafted. Often many governments tend to provide a technical answer to omissions of the gender criteria and goals, thus evading and bypassing  the larger and most foundations issues that have to do with our normatives as a society.
