Though development has not always been measured in terms of economic growth there has not been a consistent
effort to explore how economic growth is translated into Social Development. From UNDP’s Human Development
Index to current day’s Multidimensional Poverty Index there have been conceptualizations and frameworks
towards understanding social development. However, there have not been consistent efforts by Governments,
Multilateral agencies, NGOs and disciplinary leaders in the academia towards contextualizing the different concepts
and frameworks for addressing social development. Therefore, there is a need to bring together the various strands of discourse relating to social sector development from the academic and practitioners’ world.
In the light of this background the Institute of Public Enterprise (IPE) – Hyderabad is organizing an International
Seminar on Social Sector Development – Issues, Challenges and Policy. This seminar will address the current Challenges
and Issues concerning Social Development, as manifested in various sectors and programmes from Research,
Development and Policy perspectives. The Seminar will seek to eventually come up with conceptualizations,
frameworks and road maps that will help ensure development in areas and sectors like health, education,
agriculture, rural development, employment, food security, livelihoods, resettlement, gender, environment and
climate change, urban poverty, etc. While the central theme of the Seminar is Social Sector Development in India,
it spans a variety of sub-sectors and bears close relationship to inclusive growth. The various sub-sectors provide
an appropriate context for critically analysing the issues and challenges the social sectors are facing.
In this context, IPE intends to engage and work with leading agencies and individuals who have made significant
contribution in the field of social sector development. Further, IPE would also like to take this opportunity and work
towards creating a think tank that would mainstream social development in all National Programmes to make the
Inclusive Growth paradigm a measurable reality. IPE invites eminent academicians, government officials, scholars
and practitioners who have made significant contribution in social and economic development to contribute papers
to this Seminar.
