How do I do an endline evaluation with a control, when there wasn't one in the baseline?

Hi!

I am planning to do an impact assessment that will assess the impact of Micronutrient powder that has been used by mothers of children age 2-59 months.  Unfortunately though a baseline was done, it did not have a control group but we are trying to include it in the endline. So i wondering if there is a way I could have a control for the endline only, if so how can I assess impact without any bias.
