Call for expressions of interest : How to measure the outcomes of projects related to reduction of the stigma associated with disability, gender and age?

I'm pleased to inform you that F3E and HI - Humanité et Inclusion are looking for consultants to carry out the study “Towards measuring the effects of projects on communities: How can we measure our effects on reducing the risk of stigmatization linked to age, gender and disability?”

The documents attached can also be found at this address. They present this study, this call and how to respond (1 document in French, 1 document in English).

This call for expressions of interest is intended to identify consultants. Following this call for expressions of interest, a pre-selection will be made and then a restricted invitation to tender will be issued to the pre-selected consultants. Only the pre-selected consultant will receive the full terms of reference.

At this stage, the resume of the consultant proposed to lead the project is requested. If a team of consultants is proposed, the resumes of the associate consultant(s) is not required at this stage of the call for expressions of interest, but is nevertheless strongly encouraged.

AJWS is looking for an evaluation consultant(s) to design and conduct a participatory end evaluation that is mutually beneficial for partners and AJWS learning. The aim of the evaluation is to generate analysis of positive and/or negative changes related to project outcomes and unintended effects of our work with local organizations working with communities marginalized based on gender and sexuality in Uganda, Kenya, and Liberia. The evaluation should inform learning about what does and does not work for supporting movement building in a time of intensive, rapid, and volatile context shifts. Associate for Monitoring, Evaluation and Learning – US based remote

 

Tetra Tech International Development is (International Development Jobs – Tetra Tech) currently accepting expressions of interest from qualified Monitoring, Evaluation and Learning (MEL) experts for an Associate  position in the MEL Department.  The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

 

Position Description: The Associate is a vital member of the Tetra Tech home office MEL Team and works across sectors to provide quality MEL services to support new business, project implementation, and institutional learning.  The MEL Associate is a team player, mentor and trainer, and a provider of technical assistance, guidance, and support of Tetra Tech’s five sectors (Agriculture and Economic Growth, Democracy, Rights and Governance, Environment and Natural Resources, Land Tenure and Property Rights, and Water Security, Sanitation, and Hygiene). The Associate reports to the MEL Director in the areas of capacity building, business development, and providing billable technical assistance.

 

Responsibilities:

The Associate is engaged in four major areas of work:

New Business Development

* Develop a thorough understanding and knowledge of the proposal development process;

* Assist the sector teams in project tracking and the development of capture plans;

* Develop preliminary Activity Monitoring, Evaluation and Learning Plans (AMELPs), annexes, and MEL-related technical sections responsive to the RFP; and

* Review proposal MEL budgets with an eye toward balancing budgeting for implementation and a winning strategy.

 

Project Implementation

* Go to project offices abroad and, as part of mobilization and start-up, prepare or help local staff prepare the final AMELP, design and conduct baseline surveys, orient and train local staff on AMELP and MEL, and develop data collection instruments, configure a database, and train Tetra Tech staff and partner organizations on standard operating procedures;

* Provide on-going follow-up support to field projects, such as conducting Data Quality Assessments, review of data and reports, assist in report preparation, assist with submitting data to USAID via the DDL or DIS, and assist in the development of lessons learned and success stories;

* Solicit feedback from project office to understand how MEL systems are utilized and perceived and develop outreach and training accordingly;

* Develop mid-term and final learning assessments (as appropriate) and provide oversight in the implementation of these activities as well as conduct analysis of data;

* Provide advice and training to field projects on collaboration, learning, and adaptation (CLA) design, methods, and tools; and

* Provide COP and PM with input and feedback on evaluations carried out by sub-contractors.

 

Institutional Learning

* Contribute to the continued development and refinement of MEL guidance, tools, trainings, templates, and samples;

* Lead the research and improvement of MEL methods that will improve data quality and use at Tetra Tech, including the development and testing of automated systems to enhance data management and quality assurance; and

* Review the SOWs, terms of reference, and MEL work of sub-contractors for quality control and improvement and provide them and the COP with guidance on how to improve their work.

 

Organizational and Professional Development

* Contribute to organizational priorities and initiatives with the development of standard tools, guidance, statistical analysis, internal assessments, mapping, etc;

* Prepare and deliver training materials related to MEL for home office and field technical staff and the field MEL specialists;

* Participate and/or manage programs tailored to build staff capacity in MEL, raise awareness and appreciation for MEL and build a culture of learning within Tetra Tech; and

* Provide support, guidance, capacity building, and recognition of local MEL professionals through the MEL SharePoint Site and Community of Practice.

 

Minimum Qualification Requirements:

* Minimum bachelor’s degree with significant experience in MEL;

* Minimum 7 years of professional experience working at a services firm or equivalent organization focusing on MEL;

* Ability to work in multi-disciplinary, cross-cultural team situations with excellent written, oral, and presentation skills;

* Effectively demonstrated ability to work within a home office environment and with clients, with a record of positive collaboration;

* Proficient at being a team leader or team member;

* Ability to understand scope and schedule aspects of the consulting business, and demonstrated strengths in managing scope, schedule, and budget;

* Demonstrated knowledge of USAID and other Tetra Tech clients, and proficient at marketing professional services to a client and/or proposal writing;

* Proficiency in development of monitoring and evaluation plans;

* Demonstrated commitment to client satisfaction, through technical excellence and quality of work products;

* Availability for 20–30% international travel; and

* Current U.S. work authorization is required at the time of application.

 

Preferred Qualifications:

* Master’s degree with experience in MEL;

* Knowledge of digital data collection methods, cloud storage, and data visualization;

* Overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams; and

* Speaking and reading proficiency in at least one foreign language (French, Arabic or Spanish). French strongly preferred.

Monitoring, Evaluation, and Learning Specialist for Engendering Industries Project – US based remote

 

The USAID-funded Engendering Industries project, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Monitoring, Evaluation, and Learning (MEL) Specialist.

 

Position Description: Tetra Tech implements USAID’s Engendering Industries program that supports organizations in developing countries to increase economic opportunities for women and improve gender equality in the workplace. Engendering Industries uses a unique approach and a range of programs and activities to increase gender equality, create leadership opportunities, and develop female talent at organizations around the world.

 

The MEL Specialist is a vital member of the Engendering Industries team and will work with the Director of MEL, program technical staff, USAID/Washington and USAID/Missions, and partner companies globally to support the gathering and dissemination of partner and program results. The MEL Specialist will implement a robust MEL framework and learning agenda to measure results and inform the implementation and adaptation of program interventions and foster learning about the drivers of gender equality in the workplace. In collaboration with the MEL Director, the MEL Specialist will provide technical support to change management coaches and other technical staff, subcontractors, and partners. This will include support for collection of data and supporting documentation from partner companies, and the development of pre-post training surveys to measure changes in perceptions, skills, knowledge, and abilities as well as training to improve data-driven systems and processes. The MEL Specialist will also work closely with the Communications team to provide data and insights for the development of lessons learned and communications products for reporting and marketing materials.

 

The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

 

Responsibilities:

* Manage the implementation of program MEL plan including data collection tools and processes, data analysis, reporting for key project deliverables such the quarterly and annual reports, and results factsheet.

* Lead the collection, validation, and reporting of program-level data and provide accurate, concise, summarized reporting against performance and context indicators for program reports.

* Ensure program data and results are accurate, reliable, and verified with supporting documentation.

* Ensure that data from activities, grantees, subcontractors, partners, are input into the established program database and USAID’s Development Information System (DIS) in a timely and effective way.

* Design and implement mixed-methods survey tools to monitor progress of program interventions and training and to further validate partner outcome reporting.

* Provide MEL technical support to coaches and partner companies during the onboarding process, including data collection efforts for gender equality assessments.

* Develop resources and provide training and support to relevant stakeholders on the project’s MEL systems and data collection and reporting tools and procedures.

* Conduct quantitative and qualitative data analysis and develop visualizations to inform decision-making, knowledge generation and reporting.

* Provide technical assistance on buy-in activities to collect data or conduct research as required.

* Support the team in internal learning activities throughout the project lifecycle including helping to design and lead the project’s CLA approach.

 

Minimum Qualifications Required:

* Minimum bachelor's degree with 7 years of relevant experience overseeing MEL in an international development context or master’s degree with 5 years of relevant experience overseeing MEL in an international development context.

* Proficiency in development and implementation of MEL plans.

* Demonstrated experience in qualitative and quantitative research methods and analysis, using a wide variety of analytical tools, and in survey design.

* Working knowledge of USAID and private sector clients with experience using data and evidence to enable data-driven decision making and produce high-quality and timely reports for a diverse range of stakeholders.

* Familiarity with USAID data governance principles and practices to ensure data integrity, security, and compliance with regulations.

* Must have demonstrated proficiencies and have strong capacities in digital data collection methods, cloud storage, and data visualization tools.

* An eagerness to learn and ability to work independently, resourcefully, and to take initiative with flexibility to change priorities as needed.

* Desire to work in a multi-cultural environment and collaborate with people from different backgrounds and experiences, with a partner-first approach to interacting with stakeholders.

* Fluency in English required; working proficiency in Spanish, French or Arabic desirable, but not required.

* Current US work authorization is required at the time of application.
