Distinction: Imbassou Ouattara reçoit le Prix Spécial « Evaluation d’Or »
M. Imbassou Ouattara Abbas a reçu, le 3 août 2017, le Prix Spécial « Evaluation d’Or » de l’Initiative Ivoirienne pour l’Evaluation (2IEval), pour sa contribution significative à la promotion de la pratique de l’Evaluation en Côte d’Ivoire qui a permis l’intégration de l’évaluation dans la constitution ivoirienne de 2016.
C’était à l’occasion de la 3e édition du prix d’excellence de l’Initiative Ivoirienne pour l’Evaluation dirigé par le commissaire général du prix, Samuel Kouakou.
En effet, c’est sous son initiative et celui du député Netro Tagbo René que les articles 93 et 117 ont été intégrés dans la constitution.
L’article 93 stipule en effet que « le parlement vote la loi et consent l’impôt. Il contrôle l’action du gouvernement et évalue les politiques publiques ». Quant à l’article 117, qui est de l’initiative personnel du député Imbasou Ouattara, il stipule que « les moyens d’information du parlement à l’égard de l’action gouvernementale sont la question orale, la question écrite, la commission d’enquête et la mission d’évaluation. »
L’heureux récipiendaire n’a pas manqué d’exprimer toute sa joie pour ce prix qui lui a été décerné. « C’est un sentiment de fierté qui honore toute l’Assemblée nationale. Je voudrais en mon nom, et au nom de tous les députés sensibles à la question de l’évaluation des politiques publiques, féliciter le président de l’Assemblée et tous les députés qui se sont impliqués afin que nous puissions inscrire dans la constitution de notre pays la question de l’évaluation des politiques publiques. C’est immense et l’honneur revient au parlement ivoirien », a –t- il indiqué à cette occasion.
Au nom des récipiendaires, Imbassou Ouattara a également remercié 2IEval pour cette reconnaissance à l’endroit de tous ceux qui font, tous les jours, un effort pour que l’évaluation des politiques publiques soit une réalité en Côte d’Ivoire, notamment l’équipe technique du Réseau des Parlementaires Africains pour l’Evaluation du Développement (APNODE), à travers le secrétariat de l’unité d’évaluation indépendante du développement (IDEV) de la Banque Africaine de Développement (BAD)pour le soutien constant et l’encadrement apportés aux parlementaires ivoiriens.
Pour l’heureux récipiendaire, le défi est de faire, avec les experts en évaluation publique, une proposition de loi portant évaluation des politiques publiques en Côte d’Ivoire, comme dans de nombreux pays africains. Lors de cette cérémonie de distinction, M. Imbassou Ouattara a reçu le soutien de parlementaires.
Cette 3e édition du prix d’excellence de l’Initiative Ivoirienne pour l’Evaluation était parrainée par la ministre de l’enseignement supérieur et de la recherche scientifique, Madame Ramata Ly Bakayoko.
