Is the gender scorecard useful assessing performance of government and NGOs on gender equality and women's empowerment?

I have posted two documents on an interesting Gender Scorecard tool that UNDG has evolved for assessing UN country teams from a gender equality and women's empowerment lens.

It would be good to debate on what needs to be modified if this is used vis a vis national governments or NGOs
