Request for Proposals: Landscape analysis to inform international evaluation in the service of equity

The Ford Foundation’s Office of Strategy and Learning is seeking proposals for a landscape analysis related to international evaluation in the service of equity.

In line with our focus on equity and evaluation, we aim to reduce the burden on interested applicants. Therefore, we ask applicants to provide a brief proposal of no more than 5-7 pages (approximately 3000 words) by October 29, 2021.

Evaluation Position

We are looking for a sharp, creative, and driven sustainability, human rights, and social impact researcher to support work with our amazing roster of clients, from UN agencies, foundations, nonprofits, corporates and impact investors to facilitate the communication and data visualization of their social impact.

Your Role:

  • Be responsible for leading research and evaluations for impact reports and sustainability reports for a wide range of clients. 
  • Work collaboratively with clients to develop or refine their evaluation metrics, KPIs, and Theories of Change, and implement these using the ImpactMapper tool
  • Support clients with advising around their data collection activities, such as developing a clean database of grants and/or investments, support creation/revision of data collection tools such as surveys, grantee or company reports, and qualitative data analysis
  • Engage in research on indicators for ESG and impact investors
  • Help organizations share their impact stories through data

Who you are:

  • Creative, self-starter
  • Possesses extensive knowledge of monitoring and evaluation in international development sectors and/or CSR or impact investing spaces
  • At least 5 years working in the areas of gender equality, human rights, sustainability, ESG research space
  • Strong attention to detail 
  • Project management skills
  • Is systematic and has the ability to focus on a dataset (quantitative or qualitative reports) for many hours to clean and code data and to track data irregularities, paying attention to details
  • Has strong qualitative and quantitative analytical skills 
  • Has strong written and verbal communication skills, including the ability to train clients, teach workshops and prepare reports to present data findings to both technical and non-technical audiences
  • Has the ability to manage your own time and deadlines and be efficient in a remote working team environment

Addressing Gender Inequalities in Countries Affected by Fragility, Conflict and Violence: An Evaluation of World Bank Group Support

Seeking a Short-Term Consultant to conduct a Case Study for the Democratic Republic of Congo (DRC)

Background
As part of its work program for Fiscal Year 2022, the Independent Evaluation Group (IEG) at the World Bank Group is conducting an evaluation of the World Bank approach to addressing gender issues in FCV. This evaluation will assess progress in two areas that have been identified as priorities in high level strategies and programs - gender-based violence (GBV) and women’s economic empowerment - over the past 8-10 years.

Scope of Work 
IEG’s Human Development and Corporate Programs Unit (IEGHC) is seeking to hire a short-term consultant (STC) to contribute to assist the team in conducting field work for the DRC case study.

As part of the Gender in FCV evaluation team the consultant will:

• Conduct one case study, consisting of a desk review of project and strategy documents and relevant analytical work; interviews with representatives of government, implementing units, women’s associations and (potentially) beneficiaries, donors, civil society organization, NGOs and other stakeholders as possible and required; analysis of the case based on the methodology developed; and write up of the findings;

• Participate in team meetings and activities to ensure coherence across case studies, and between the case study analysis and other parts of the evaluation; 

• Perform other tasks related to the evaluation as agreed with the Task Team Leader.

Requirements
The ideal candidate will have:

• Master in Sociology, Economics, Anthropology, Political Science, International Relationships or equivalent;

• At least 5 years of experience in implementation, management, and/or evaluation of programs and projects in international development cooperation, with a specific focus on gender and social inclusion (gender mainstreaming, measurement and analysis of gender gaps, assessment of effectiveness of programs promoting gender equality, etc.)

• Knowledge of gender issues in DRC. Ideally, the consultant will be currently located in the country; 

• Knowledge of evaluation is highly desirable;

• Knowledge of the World Bank and/or operating modalities of international organizations is a plus;

• Strong communication and human relations skills;

• Excellent knowledge of French, written and spoken. Ability to conduct interviews, take notes, analyze documents;

• Working knowledge of English. This is essential to interact with the team and translate information in French into English (the evaluation tools and final report are in English).

Contract terms
