Promundo-US seeking external evaluator for “Engaging Youth to End Violence Against Women and Girls” project in Brazil and DRC

Greetings!

Promundo-US is seeking an external evaluator for its 3-year school-based project “Engaging Youth to End Violence Against Women and Girls” across two sites: Rio de Janiero, Brazil and Goma and Sake City, Democratic Republic of Congo, led by implementing partners HEAL Africa in Democratic Republic of Congo (DRC), and Instituto Promundo, in Brazil. The project is generously supported by the United Nations Trust Fund to End Violence against Women.

The attached TOR provides further information regarding the project background, purpose & scope of the evaluation, methodology and tentative schedule for tasks and deliverables. The assignment will involve approximately 56 days of work, between the start date and completion in mid-February, 2018 and will involve desk research as well as travel to DRC and Brazil.

 Required Competencies of the Evaluation Team:

  • · Evaluation experience at least 5 years in conducting external evaluations, with mixed-methods evaluation skills 
  • · Expertise in gender and human-rights based approaches to evaluation and issues of violence against women and girls mandatory. 
  • · Experience with engaging men and boys in gender equality programs and/or research preferred.
  • · Specific evaluation experiences in the areas of ending violence against women and girls
  • · Experience in analyzing secondary quantitative and qualitative data, and collecting primary qualitative and quantitative data.
  • · In-depth knowledge of gender equality and women’s empowerment 
  • · A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
  • · A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used. 
  • · Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts 
  • · Regional/Country experience and knowledge: in-depth knowledge of geo-political and social issues in Brazil and the DRC is required. 
  • · Language proficiency: fluency in English, French and Portuguese is mandatory.

  • A cover letter detailing the skills, qualifications, and prior experiences of the evaluation consultant or team, and how they are relevant to the specific requirements, including the context and subject matter, of this assignment.
  • CVs of the proposed evaluator and team
  • A tentative evaluation plan with budget not to exceed $37,000 USD (inclusive of all costs, including travel to Brazil and DRC)
  • A statement confirming their availability to conduct this assignment in the proposed timeline
  • Sample evaluation report where the consultant or team played a lead role.
