The article, led by Linnea Zimmerman examines how opportunity structures (parental influence and neighborhood context) affects individual agency among boys and girls in Kinshasa, DRC. We used longitudinal data to identify three distinct groups for boys and girls in each domain. Parental monitoring was associated with the development of both domains for boys, but showed no association for girls. Conversely, parental closeness was more strongly associated with development for girls, than for boys. Neighborhood safety was associated with greater Voice and Freedom of Movement for both boys and girls.

A toolkit to develop advocacy strategies to strengthen an enabling environment for evaluation” which was published by EvalPartners, IOCE and UN Women in partnership with UNEG, OECD Development Assistance Committee Network on Development Evaluation, UNICEF, Ministry for Foreign Affairs of Finland and USAID is now available in Spanish, for free download at:http://www.mymande.org/sites/default/files/files/Es-UNICEF-NY-Advocating-for-Evaluation-Web(1).pdf The Toolkit was first published in English (Free download at:http://www.mymande.org/sites/default/files/toolkit/UNICEF%20NY_Advocating%20for%20Evaluation_Web_1.pdf) in Jan 2014 and then developed an E-learning course based on thathttp://mymande.org/elearning/course-details/15It was translated in to Spanish by German Institute for Development Evaluation (DEval). We thank Neha Karkara for authoring the Toolkit and DEval for translating it in to Spanish.

 

The toolkit is designed for civil society organizations, Voluntary Organizations for Professional Evaluation (VOPEs), governments, UN agencies, development partners and other stakeholders with varying levels of experience, capacities and skills in strategic advocacy. Increased capacity for strategic advocacy for evaluation is specifically relevant given the presence of key opportunities, such as 2015 International Year of Evaluation (EvalYear).

 

We encourage you to use this toolkit to develop an advocacy strategy for evaluation in your own organization and country, and to share it with your key partners
